The Cooperation Process in the Western Mediterranean (known as Dialogue 5+5), launched in Rome in 1990, involves five Maghreb countries (Tunisia, Morocco, Algeria, Mauritania and Libya) and five European countries of the Western Mediterranean Basin (France, Portugal, Spain, Italy and Malta).
